Is Tik Tok suing the U-S government as a bluff?

Tik Tok is set to be banned in the U-S on January 15th next year.  Zimmer Marketing senior web developer and marketing team leader, Jason Dittmer believes: 

“I honestly think this is kind of a bluff, because it is not even technically feasible.  I think that ByteDance is calling the bluff by suing the government.”  

Tik Tok is suing on the grounds of freedom of speech.
