Officer-involved shooting in Topeka

SHAWNEE COUNTY – The Kansas Bureau of Investigation (KBI) is investigating an officer-involved shooting that occurred Saturday afternoon in Topeka, Kansas.

The Topeka Police Department (TPD) requested the KBI conduct an investigation at around 4 p.m. on Saturday, April 20. KBI agents and the Crime Scene Response Team responded to investigate.

At around 3:10 p.m., TPD received a 911 call reporting that a suspect connected to an armed carjacking that occurred in Topeka earlier in the day, was in the area of 16th and Harrison St.

Preliminary information indicates that TPD officers responded and observed the suspect, Terrell D. Hayes-Osby, 34, of Topeka, fleeing on foot. Officers engaged in a foot pursuit heading west on 16th St., across Topeka Blvd. During the pursuit, Hayes-Osby fired in the direction of officers. Four officers from TPD returned fire. Hayes-Osby was struck. The shooting occurred around 3:25 p.m. near 16th and Tyler St.

Medical aid was rendered. EMS responded and transported Hayes-Osby to a local hospital. No law enforcement officers were injured in the incident.

Currently, Hayes-Osby’s condition is serious, but he is expected to survive.

The KBI will conduct a thorough and independent investigation into this shooting. Once completed the findings will be presented to the Shawnee County District Attorney for review. This investigation is ongoing.
