Parole absconder apprehended in Parsons

(Parsons Police) — In May 2023, Lieutenant Kyle Wiford initiated an investigation into the case of a Non-Compliant Offender, Mr. Billy Lee White, 42, and residing in Parsons.

The inquiry revealed that Mr. White had been non-compliant since failing to register in December 2022 and had persistently remained in violation since January 1, 2023. The Parsons Registered Offender Program (PROP) undertook a thorough examination of the matter.

Mr. White, currently on parole under the supervision of the Kansas Department of Corrections (KDOC), was officially designated as a Parole Absconder by KDOC on March 24, 2023. To expedite his apprehension, the Parsons Police Department issued a Wanted Person flyer on October 12, 2023.

Despite eluding authorities for over 280 days, Mr. White’s run came to an end today, October 12, 2023. Shortly after 11:00 a.m., Officer Connor Eichinger, while on patrol, identified an individual matching Mr. White’s description in the vicinity of 25th St. and Appleton Ave. Officer Eichinger promptly initiated contact with Mr. White, who attempted to flee as Officer Eichinger maneuvered his vehicle. Demonstrating remarkable skill, Officer Eichinger successfully located and identified Mr. White, leading to his apprehension. Corporal Christian Smith and K9 Morgan played instrumental roles in supporting Officer Eichinger during the arrest.

Mr. White is currently detained on a KDOC Absconder Warrant, with additional charges pending in Labette County District Court for Aggravated Violation of Offender Registration and eight counts of Violation of Offender Registration.

Lieutenant Wiford commended Officer Eichinger for his proactive and observant approach during patrols, stating, “This is a commendable job by Officer Eichinger in proactively addressing and resolving this situation. Mr. White has eluded authorities for far too long; it is time for him to address his obligations with the Kansas Department of Corrections and comply with the stipulations of the Kansas Offender Registration Act. Corporal Smith and K9 Morgan’s swift response added the critical element of teamwork to this case.”

This continues to be an on-going investigation and citizens are encouraged to “See It, Hear It, Report It.” All suspects are presumed innocent until proven guilty in a court of law.
