The EPA said the state could be hit with sanctions if Governor Mike Parson signs legislation that would end the emissions testing program for St. Charles, Jefferson, and Franklin counties. Removing the program from those counties is projected to cost the state 52-million-dollars. A spokesperson for the Governor’s office said the legislation is still under review.
