Missouri Republicans juggle three major ballot fights ahead of November

Missouri Republicans are scrambling to organize campaigns around two major November ballot measures while an internal abortion fight complicates a third.

The state Republican Party voted Saturday to support Proposition A, which would approve the congressional map lawmakers passed in 2025, and oppose Amendment 6, which would limit lawmakers’ ability to overturn voter-approved measures.

Voting is already underway, leaving Republicans roughly five weeks to build campaigns against opponents who have been organizing and raising money for months.

Proposition A will not affect congressional districts used this November.

The U.S. Supreme Court ordered Missouri to use its 2022 map for the 2026 election, saying another change after voting began risked “electoral chaos.”

The Republican-drawn 2025 map reshapes Democratic U.S. Rep. Emanuel Cleaver’s Kansas City district and could position the GOP to win seven of Missouri’s eight congressional seats in future elections.

Republicans are also mounting opposition to Amendment 6.

The proposed constitutional amendment would prevent lawmakers from directly changing or repealing voter-approved laws.

Changes would instead require support from 80% of both legislative chambers before going back to voters.

Republicans face another challenge with Amendment 3, which would repeal the abortion-rights protections Missouri voters approved in 2024 and allow lawmakers to again restrict most abortions.

It includes exceptions for rape or incest before 12 weeks, medical emergencies and fetal anomalies, and would constitutionally prohibit gender-transition procedures for minors.

But some abortion opponents are campaigning against Amendment 3 because they say those exceptions do not go far enough.
