State Representative Ben Baker – repealing Proposition 3 on abortion and child transgender procedures

Missouri State Representative Ben Baker, on the KZRG Morning Newswatch, discussed the Missouri House’s movement to repeal Amendment 3, an abortion rights measure that faced strong local opposition in his district last November.
Baker cited concerns over the amendment’s impact on pro-life legislation and its funding sources, which he claimed involved dark money and foreign influence.
The proposed repeal, known as HGR73, aims to regulate abortions while ensuring care access for medical emergencies, and it introduces a 12-week limit for certain cases.
Baker told Newstalk KZRG:
“So HGR73 is what we have currently, that we are working on this week. It responds to those concerns and a lot of concerns from people around the state and I think it aligns with the priorities of especially my district and our community. So I feel like I’m advocating for the people in my district.”
Baker also addressed the inclusion of transgender healthcare regulations within the proposal, defending it as a necessary measure reflecting his constituents’ views.
As the legislative session approaches its conclusion, Baker highlighted ongoing negotiations and the tension between the House and Senate, with a focus on other critical issues like paid sick leave.
The proposal will be sent to the Senate following discussions in the House, with a potential ballot decision for voters in 2026.
