Southwest Missourians meet with DNR, Sen. Jill Carter

A group of concerned citizens from southwest Missouri met Wednesday in Jefferson City with a legislator and representative from the Missouri Department of Natural Resources (DNR) for an update on pending new rules and regulations dealing with solid waste, land-applied fertilizers and other issues in Missouri.

In June 2023, the Missouri Fertilizer Board discontinued permitting industrial waste as fertilizer since they felt it had no market value.

This moved the regulatory  and oversight responsibility into the hands of the Missouri Department of Natural Resources (DNR).  However, at that time the DNR had no framework for issuing permits for this waste stream.

For that reason, all involved have been in a holding pattern and the DNR has been using “enforcement discretion” as they drafted rules.

As one of many states dealing with this large waste stream, all eyes have been on the development of new rules and regulations in Missouri.

The group met with Sen. Jill Carter and an official from the DNR.  Those taking part received an update on pending rules and regulations and to address our frustration with the current situation.

In the next 45-60 days, the DNR will begin the formal process to adopt new rules and regulations of land application permits.  As part of the formal process, there will be an opportunity for public input .  Individuals are encouraged to submit written comments.

The DNR expects implementation of these rules by the end of 2025.
