Persistent felon arrested in Parsons after shots fired

A repeat felon from Parsons, Kansas, is back in custody.

On October 22, 2024, the Parsons Police Department responded swiftly to a shots-heard call near the area of 30th Street and Broadway Avenue. Officers arrived on the scene and began canvassing the area to ensure the safety of the community and gather information.

During the canvass, officers located a witness who provided crucial information, identifying Charles Levi Miller as the suspected shooter. Based on the witness’s account and further investigation, officers initiated a search for Miller in the vicinity.

It was learned during the investigation that Miller had his 4-year-old child with him at the time he fired the shot. Officers later located the child in a garage near 31st Street and Broadway Avenue. Also found in the garage was a second juvenile, identified as a 17-year-old runaway from Sedgwick County, KS, along with a 20-gauge shotgun in a zippered gun bag. The 20-gauge shotgun matched the same gauge as the spent shotgun shell located near the original scene of the incident.

The 4-year-old child was safely released back to their mother, while the 17-year-old was turned over to juvenile intake.

Miller was subsequently arrested and is currently in custody pending further investigation into the incident. Charges of Criminal Possession of a Weapon by a Felon, Criminal Discharge of a firearm, two counts of Aggravated Endangerment of a Child, and Distribution of Controlled Substance are being submitted to the Labette County Attorney’s Office for review.

This is not Miller’s first arrest in Parsons. On August 14, 2024, he was arrested for Aggravated violation of offender registration, 2nd offense Violation of offender registration, and Possession of a controlled substance, for which he is currently out on felony bond supervision. Miller was then arrested again on October 13, 2024, for Domestic Battery. Miller’s bond supervisor has been notified of both recent arrests.

This is just another example of a repeat felon coming to our great town and bringing their felonious criminal activity with them. We will continue to proactively pursue these criminals, put them back in jail, and work with our partners in probation and bond supervision to assist in holding these violators accountable to the court’s orders and bond conditions.

The Parsons Police Department commends the quick response and thorough efforts of the officers involved in this case, as well as the cooperation of community members who provided vital information.

Chief Robert Spinks emphasized, “This arrest demonstrates the importance of community collaboration and swift law enforcement action. We will continue to work diligently to ensure the safety and security of our residents.”
