Governor Parson ceremonially signs bill protecting property rights, clean water in Pineville

Protecting property rights and clean water.

Missouri Governor Mike Parson made a stop to Pineville Wednesday afternoon to ceremonially sign HB 2134/1956, after he officially signed it in mid-July.

Proponents say the comprehensive legislation regulates the land application of industrial wastewater, sludge, and related process wastes.

HB 2134/1956 – Water Pollution

  • Corrects existing loopholes in state law regarding the application of certain industrial waste byproducts on agricultural land by changing facility definitions.
  • Expands regulations on industrial waste storage.
  • Establishes a Nutrient Management Technical Standard.
  • Requires annual sampling.

The governor says this bill is very important to farmers and ranchers.

Bill sponsor, Noel Representative Dirk Deaton, says the law aims to protect property rights and the water resources of the state from misapplication, over application, and improper storage of certain food industry wastes.

Deaton says being able to regulate this indiscriminate dumping will help farmers and those that live in rural parts of the area.

Joplin State Senator Jill Carter was also in attendance. She helped carry the legislation in the Senate.

She says companies that store meatpacking sludge and apply it as fertilizer aren’t required to follow any standards to ensure the health of soil and water in rural Missouri.
