Springfield man charged after shooting neighbor

70-year-old Terry Carter of Springfield is facing charges after he allegedly shot one of his.

Carter is charged with first-degree assault and armed criminal action.

Police say he was arrested on a warrant for shooting a man in the 2500 block of West Lincoln Street in Springfield last Tuesday night after a discussion about a theft.
