Joplin City Council tackles packed agenda

The Joplin City Council met Monday night for their regular meeting with a packed agenda. They gave the go-ahead approved a $1.04 million agreement with Huner Chase & Associates for construction of Surface Project 4009 that covers from Ohio Street to Connecticut Avenue and 15th Street to 20th Street. This includes the replacement of damaged sidewalks, curbs & gutters, ADA ramps, and street pavement. It’s expected to be completed by September 15th.

Council has agreed to a $51,480 contract with Debroah Pearson & Co. for appraisal services for the 32nd Street widening project. This is from Schifferdecker to Central City Road. In August of 2014, voters passed the Renewal of the Capital Improvement Sales Tax Program for an additional 10 years. In September of 2015, the council approved an agreement with Olsson & Associates for the design and construction management of the project. Final right of way plans have been completed, a public meeting was held to review the final plans with area property owners, and the appraisal process is ready to start.

Council also approving an agreement with Missouri Network Alliance (Bluebird) for the installation, maintaining and operating facilities for communications related capabilities with the City’s Rights-of-Way. Bluebird will install 36,333 linear feet of underground facilities and pay a linear foot fee of $5,536.48 per month. The agreement is for a term of 10 years. City officials say this is the first of these lease agreements for utilities.

The city will spend $12,816 for cloud-based document storage services with DocuWare Corporation. DocuWare allows for easier document management and workflow automation software for the digital age.

Five contracts for the demolitions of homes were approved. Those are at the following locations: 1012 E. 2nd St., 1218 E. North St, 402 N. Joplin Ave., 114 N. Cox Ave., and 2206 S. Schifferdecker Ave.

Council also discussed the latest in their search for a new city manager and in finding help from a marketing and human resource and management group. Three council members recommended the Austin Peters Group of Overland Park to assist in that search. Councilman Stinnett says he is concerned that the group has only found candidates for smaller communities than Joplin. Councilman Stanley also found issues with their past experience. Others mentioned in the dialogue include Management Partners, SGR, and the Mercer Group. Council will talk about this further at a future meeting.
